I think one of the easiest home made cat treats is a little bite of canned tuna. I also give my kitty a taste of plain yogurt a couple times a week to help ease her stomach issues. The active cultures are good for her and she thinks it is delicious.
I have a tuxedo cat who is picky about treats. I made him crackers out of tuna, cornmeal flour and water. Mix about 6 ounces of tuna, 1 cup cornmeal, and about a cup of flour with 1/3 cup water and back 'em in the oven. He loved them and they are good for your cat.
I own a Maine Coon cat that is a picky eater, but loves home made cat treats. Her favorite is easy to make. You combine 3/4 cup flour, 3/4 cup shredded cheddar cheese, 5 tb shredded parmesan cheese, 1/4 cup sour cream, and 1/4 cup corn meal. Once they are mixed, drop in 1 inch balls onto an ungreased cookie sheet, and cook for 25 minutes at 350 degrees. Your cat will thank you for it.
